At a 1500 briefing today with VIPs from many involved agencies (Navy, Mayor's Office, Army Corp, FEMA, Sanitation Department, Coast Guard, NYC OEM, NY DEM), our mission was further refined. We have initially been asked to help Mr. Scrivani build a 3 day plan to support an interim effort to get debris removal to move more quickly as well as assist with other related issues.

1. Ensure public health and safety by removing debris from public rights of ways and from temporary waste storage areas.
2. Coordinate with agencies involved to ensure common priority setting and effective utilization of responders and equipment.
3. Increase effectiveness of operations through identifying and mobilizing additional resources.
4. Track and communicate Task Force accomplishments.

Issue 1:
NYC is out of room to store storm debris creating a need for trucks or barges or other disposal options.
Issue 2:
Sand is an issue. It cannot just be dumped back on the beach as some is contaminated with asphalt and other storm debris.
Issue 3:
More trucks, dozers, loaders or other equipment is needed to hasten picking up storm related debris that is piling up.
Issue 4:
Winter weather is coming, so the Mayor's office wants/needs things to move quickly before the debris is covered by or worsened by incoming weather.

There will be expedited contracts via Army Corp in about 3 days to contract this work out. Our mission is to help with interim measures, for the next few days, until that happens.

Help our OEM contact, John Scrivani be successful until the contracts are signed. What our role will be once the contracts are let, has not been determined.
